Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 21st June 2012

NOTE: While transcribing this record it was noted that Councillor Lee Whatley is neither listed as present or having given apologies yet he was present at the meeting

PRESENT: Councillor G Bevan (Chair), A West, DE Williams, S Howells, RO Griffiths, P Totterdale, S Thomas, DJ Watson, EA Jones, G Lloyd

APOLOGIES: Councillor CM Jones.

1. Chair's Announcements

The Chair reported the following
• Olympic Torch - he reported that there were in excess of 200 people in attendance and thanked all Cllrs that helped. Photographs were taken with the torch and the Llangunnor Banner.
• He had been to visit ex-Councillor Ivor Davies, he was currently undergoing treatment but was in good spirits.
• He had attended the School Assembly and handed out the Jubilee mugs, they were well received.
• He had attended the Carmarthen Town Council 'Mayor making' ceremony, the new Mayor, Mr. Phil Grice had highlighted the older and younger residents of the town as his priorities.

2. Minutes of AGM - May 10th 2012

Resolved that the minutes of the AGM held on the 10th May be confirmed as a true record Proposed Cllr E Williams and seconded Cllr S Thomas (minute 0612-2)

3. Minutes

Resolved that the minutes of the monthly meeting held on the 17th May be confirmed as a true record Proposed Cllr S Howells and seconded Cllr G Lloyd (minute 0612 - 3).

4. Traffic in Nantycaws.

The Chair asked the meeting for permission to bring forward this item, this was duly agreed. The Chair then welcomed a dozen, or so, residents from Nantycaws. Following a lengthy discussion, and contribution from a resident it was Resolved (minute 0612 - 4) that
i) the clerk write to Carmarthenshire County Council highlighting a difference in opinion on the matter of the public lighting in Nantycaws;
ii) the clerk write to Nigel Francis (Highway Lighting) and John McAvoy (Highways) requesting a site visit at the bus stop in Nantycaws;
iii) that the residents be invited but to try and restrict the number to 6;
iv) that the clerk keep the residents informed;
v) the residents wished it recorded that they appreciated all that ex-Cllr Ivor Davies had done on their behalf in regard to this matter.

5. Matters Arising

a) Apple Press - The Clerk reported that the Council Insurer's had asked whether 'the providers be accepting liability for any accidents caused by faulty equipment?' Clerk to check with Carmarthenshire County Council.
b) Bron y Dre - Clerk to circulate information on meeting by email.
c) Jubilee Mugs - Cllr Audrey Jones reported that of the 41 mugs left with her, only 16 had been collected. It was Resolved (minute 0612 - 5(c)) - that she keep the mugs until July 1st, if not collected she liaise with the headmaster to see if there enough to provide for the 'Meithrin'.

6. Bus Shelter - Blaengwastod Road

Clerk provided a brief report, which stated that Carmarthenshire County Council were interested in a 50/50 partnership to replace the shelter but they were awaiting confirmation of funding. Clerk to follow-up.

7. The Park

Clerk provided a brief report, again it was stated that the issue with Carmarthenshire County Council involved the lack of funding. The clerk to write to Carmarthenshire County Council highlighting the current issues involving
i) damage to the 'band stand',
ii) the gate to the smaller children play area needed attention.

8. Code of Conduct

The Clerk provided a report, following lengthy discussion it was Resolved (minute 0612 - 8) that the clerk bring a motion to the next meeting to update Standing Order's along the line of 'any reports / comment arising from meetings of the Council should only be reported to the press through the Chair or the Clerk', the Clerk to check the wording and its legality with Carmarthenshire County Council legal department.

9. Seat at the Location of the demolished Bus Shelter

It was agreed that the clerk bring a report to the next meeting on the provision of a seat at this location.

10. Vacancy on the Council

It was unanimously Resolved (minute 0612 - 10) that Mrs Sandra Thomas of 16 Brithdir, Llangunnor be co-opted on to the Community Council. The clerk to write to Mrs Thomas informing her of this and bringing to her attention that a course for New Members was available.

11. Finance Committee

It was unanimously Resolved (minute 0612-11) that Cllr Sarah Howells be elected onto the Finance Sub-Committee.

12. Reports from Members Representing the Council on other Bodies

There no Reports to be received.
Clerk showed Cup that had been bought for River Festival, it was Resolved (minute 0612 - 12) that the Clerk present this to the Town Council for annual presentation at the River Festival.

It was Resolved (minute 0612 - 13) that the following schedule of accounts be approved:

15. Council Accounts 2011/12

It was reported that accounts had been returned from the Internal Auditor and he had confirmed that there were no Issues Resolved (Minute 0612 - 15) Proposed Cllr G Lloyd and seconded by Cllr S Howells and unanimously resolved that the accounts be submitted to the external auditor.

16. Any Other Business

a) Clerk write to Carmarthenshire County Council regarding the condition of Sticle path from 'top to bottom'
b) Clerk to write to Carmarthenshire County Council regarding the bin in Brynglas Crescent, old one had been taken away but never replaced.
c) Babell Hill:
• The traffic calming not working, it was explained that the 'pedestrian crossing' had been provided to allow a footpath into town for the new housing estate. Members were concerned as this had been presented to the Council as traffic calming.
• Residents requested that 'anti slip' material be provided at the bottom of Babell Hill.
d) Penymorfa Lane - it was highlighted that since being resurfaced water was collecting on Penymorfa Lane. Clerk to write to Carmarthenshire County Council.
e) Rubbish collecting on the bottom of steps in Station Approach.
f) Clerk to ask the 'Countryside section' to have another look at the recently planted trees in Nantycaws.
g) Priority Traffic in Cwmffrwd - Clerk to write to Carmarthenshire County Council asking if signs can be erected highlighting that there is priority over the bridge.
h) Pavement dropped / fence adjacent paddock adjacent 'old' Penymorfa Dairy - clerk to write to Carmarthenshire County Council
i) Apparently consultation is taking place regarding the closure of the Town Police Station - Clerk to check.

17. Date of Next Meeting

Next meeting will be held on Thursday 19th July at 6:30pm.
