Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 16th February 2012.

PRESENT: Councillor A West (Chair), DE Williams, S Howells, RO Griffiths, GP Bevan, P Totterdale, CM Jones, G Lloyd, S Thomas.

APOLOGIES: Councillors LK Carmody, DJ Watson, DI Davies, EA Jones.

1. Chair's Announcements

The Chair reported:
• Cllr K Carmody remained in hospital in Cardiff and it appeared as if he could be paralysed. He was awaiting transfer to a specialist hospital.
• Chair thanked the Clerk for organising the recent dinner, it had proved to be a great success.
• Chair had recently "cut the ribbon" at the opening of The Range.
• He welcomed PC Rhydian Jones to the meeting and wished him luck in his new role.

2. Minutes

RESOLVED to approve as a correct record the minutes of the monthly Council meeting held on 19th January 2012 (minute 0212-2) Proposed by Cllr S Howells and seconded by Cllr E Williams.

In considering the minutes the following points were raised:

i) Bus Shelter - Shelter had now been demolished and invoice received.
ii) Queen's Diamond Jubilee - Clerk received confirmation from the Department of Culture that there is no "national plan at the moment for a gift to be issued to school children". Clerk to make enquired regarding
a) providing a mug as a momento to all primary school children
b) put something in the local press for parents of children of primary school age, who did not attend Llangunnor school, to contact either the Clerk or their community council so that they could also receive this gift.
iii) Consider CCC responses: CCC Housing:
a) there are a lot of paths in Tregynwr with moss on and although we do a few at a time every year it is an ongoing problem. I think it may be worthwhile us doing a joint visit to identify which path you want done first as there are so many for cost reasons we are not going to be able to do every path this financial year. RESOLVED (minute 0212-2(iiia)) that the Clerk report to CCC that all the paths in the area are in a dangerous condition particularly for the older residents.
b) the street light request was put on hold by Richard Batt when he was Area Manager as the Authority were not erecting any additional street lighting when they were turning existing street lights off in certain areas as certain times for energy reasons. I can ask again, but I think I will probably get the same answer. RESOLVED (minute 0212-2(iiib)) that Clerk write the Housing Section expressing disappointment at this decision.
iv) Recycling Locations - CCC to monitor situation
v) Signs for Pensarn - This had been passed to CCC, awaiting response
vi) Police sign for the Aelwyd - Agreement reached with Dyfed Powys Police regarding sign, CCC currently designing sign for Community Council approval.
vii) Confirmation of the appointment of PC Rhydian Jones as Community police officer - Start February 20th
viii) Nantycaws Landfill Site - Clerk reported that response from CCC suggested that the Council should be contacting the Environment Agency with regards to the odours coming from the site. Members dissatisfied with this response as "if it is a health issue surely CCC should be dealing with it". Clerk to contact CCC with this viewpoint.

4. To consider the introduction of a "Welcoming Pack"

Cllr Bevan informed the meeting that the group was hoping to meet in the next week of two, final draft to be brought before Council before going to print.

5. Traffic Matters

Clerk informed the meeting the Mr S Pilliner (Acting Head of Transport) and John McAvoy would be coming to meet Cllrs outside the Aelwyd at 2pm on the 23rd July.

6. Olympic Torch

Clerk reported that he had discussed this with the Head of Leisure (CCC) and that a meeting was to be arranged with the Tourism Manager to co-ordinate the day's celebration of this event.

Clerk to contact school to see how they intended to join in the celebrations.

7. Clerk's Position

It was unanimously RESOLVED (minute 0212-7) that the role of the Clerk, Clive Thomas, be confirmed as a permanent appointment. The Clerk thanked the members for their support.

8. Reports from Members representing Council on other Bodies

Riverside Association had recently met and the River Festival was to be held on 30th June/1st July.

It was RESOLVED (minute 0212-8) that the Chair, on behalf of the Council, present a cup to the Festival, Cllr Totterdale to report back for which event this would be most applicable - cup to be known as the Llangunnor Community Council Cup.

11. To consider any other urgent matters (minute 0212-11)

i) Local Elections - There had been an issue at the last election with regard to providing candidates with register of voters Resolved (minute 0212-11(i)) that Clerk write to CCC electoral services seeking assurances that this will not be an issue this time.
ii) Videoing Meeting - Following the recent publicity surrounding this matter it was RESOLVED (minute 0212-11(ii)) that the Clerk look into how this could affect the Community Council and bring a report to the next meeting.
iii) The Park - It was mentioned that the park was looking rather "untidy", the Clerk to contact CCC to see if
a) the hedgerows could be cut and tidied up,
b) whether there any plans to update the equipment.
iv) Roman Park - Some of the residents had complained that some of the manholes were "sinking" due to the heavy traffic entering the new site. Clerk to bring this to the attention of CCC.

12. Date of Next Meeting

The next meeting will be held on Thursday 15th March 2012.
