Minutes of Monthly Meeting of Llangunnor Community Council held in 'Yr Aelwyd', Tregynnwr at 6.30pm on Thursday 13th December 2012.

PRESENT: Councillor G. Bevan (Chair), A. West, D.E. Williams, L. Whatley, Selwyn Thomas, D. Watson, R. Griffiths, M. Jones, Sandra Thomas.

APOLOGIES: Councillors P. Totterdale, E.A. Jones, S. Howells, G. Lloyd.

1.Chair's Announcements

• Attended site meeting in Nantycaws (with Cllr E. Williams) and residents to discuss possibility of having a new bus stop. This will not be part of current agreed scheme.
• Attended 'turning on' of lights for xmas tree, special thanks to all that attended and in particular the school choir.
• Had met, along with Cllr E. Williams, Cllr Selwyn Thomas and clerk with Director of Technical Services and officers of CCC to discuss traffic issues in Llangunnor (report to be discussed).

2.Minutes

Resolved that the minutes of the monthly meeting held on the 15th November were be confirmed as a true record Proposed Cllr E. Williams and Seconded Cllr D. Watson (minute 1212 - 2).

3.Matters Arising:

i) Nantycaws - report from Chair, process for improvements going through CCC.
ii) Meeting with Director of Technical - clerk circulated a brief report of meeting with CCC and a plan of improvements. These were unanimously welcomed by the meeting, it was reported that a provisional date for consultation was Wed. 19th December, once this was confirmed clerk to circulate to members, inform the Journal and place notice on boards.
iii) Clerk confirmed that Menter Cwm Gwendraeth - Zero Carbon Future Project - Paul Thomas of Menter to attend February meeting.
iv) Awaiting further information from CCC on Code of Conduct training.

4. Matters raised by new members on Council

Chair reported that the new members (Cllr L. Whatley and Sandra Thomas) had raised some important issues with him following their election. It was agreed that these be noted for future new members. Consideration to be given at next meeting of the Community can be informed of who represents them on the Council.

6. Consider following motion

The clerk write to CCC voicing the Llangunnor Community Council's concern of the lack of investment in the school, particularly with new children coming into the area as a result of the on-going new housing developments. It further asks that CCC negotiates more robustly with developers for S106 monies which in turn can be invested in the school and in the community as a whole.

It was proposed (minute 1212 - 6) by Cllr R. Griffiths and seconded by Cllr M. Jones and the motion was unanimously supported.

9. Any other business

a) Sticle Path - Clerk had met CCC on path earlier in week, they are aware of issues and have a programme to deal with them. Clerk to keep members informed as information becomes available.
b) The Clerk reported that the 13/14 budget would be presented at the next meeting. It was agreed that Finance Committee meet at 5.30 p.m. on the 17th January.
c) Clerk reported that Annual Dinner had been provisionally booked for Thursday 24th January. Clerk to circulate menu for completion by members for next meeting.
