Minutes of Monthly Meeting of Llangunnor Community Council held in Llangunnor School on Thursday 23rd October 2003 at 7.15pm
PRESENT:

Discretionary Powers over the Summer Recess (Minute 33; Monthly Meeting 17th July refers)It was moved by Councillor JDJ Morgan and supported by all Councillors that the discretionary powers operative over the summer recess be suspended
53. Chairman's AnnouncementsThe Chairman informed Members that he had attended the WACTC Annual Conference at Aberystwyth on Saturday 11th October. He reported that it had provided a useful forum to share views on general matters concerning national policies and that the keynote speaker was the NAW Minister of Finance and Public Services, Ms Sue Essex. (Copy of conference resolutions and the Minister's speech is available from the Clerk). There was also much discussion regarding the formation of 'One Voice Wales/Un Llais Cymru'.
The Chairman referred to forthcoming services at Llangunnor Church: Remembrance Service on Sunday 9th November (Council wreath will be laid by the Chairman & Clerk), Advent Sunday 30th November and the Nine Lessons and Carols Service on 21st December.
The Chairman extended congratulations to Councillor RO Griffiths on his appointment as Chairman of the Governors of Llangunnor School and also referred to the award he had received from the County Council for his services to the community. The Chairman also wished Councillor Griffiths a full and speedy recovery from his present illness.
The Chairman confirmed that the Christmas Dinner would be held at the Restaurant, Pibwrlwyd Campus, Coleg Sir Gar on Thursday 11th December at 7.30pm. He thanked Councillor D Williams for finalising the arrangements and for circulating the menu to all Members
RESOLVED to:
i) Pay the Chairman's travelling costs to attend the WACTC Annual Conference. Clerk to obtain appropriate rates from WACTC.
ii) Purchase a wreath from the Royal British Legion for the Remembrance Service. Councillor IM Lewis to procure.
iii) Present Councillor R.O.Griffiths with the Council's Certificate in recognition of his Community Award.
iv) Chairman's Guests to the Christmas Dinner be invited as identified in minute 50 ix) of September, monthly meeting
RESOLVED to approve as a correct record the minutes of
(i) The Monthly Council Meeting held on 18th September 2003 subject to the amendment of Minute 50 ix) to read 11th December 2003
(ii) The Planning Committee Meeting held on 18th September 2003
i) (Minute 44 (ii)) the next Monthly Meeting will be held on 27th November 2003 in 'Yr Aelwyd'
ii) Minute 44 (iii)) Clerk to request a response from County Council re: Bus Shelter, near Ty Coch Cottages, Pibwrlwyd
iii) (Minute 44(ix)) Clerk confirmed that the projects identified had been forwarded to the Carmarthenshire Youth Offending Team
v) (Minute 48 (i)) No response had been received from Carmarthenshire County Council re: playing field rental charge
vi) (Minute 49 (i)) Copy of Annual Report of Carmarthenshire County Council Standards Committee was handed out to Councillors.
vii) (Minute 50 (i)) Clerk reported on the meeting he had had with the Area Manager (acting) Highways. A number of the identified tasks had now been actioned and attention was drawn to the landscaping and tidying up work undertaken around the 'Gwyn Jones' Car Sales in Pensarn, the clearing of rubbish and cutting back of growth on the lower end of Sticle footpath. The clerk will now be monitoring the other identified work via an action list of work shared with the Area Manager.
Councillor D Williams drew attention that the cattle grid to be cleared was located along the lane to Nant Farm and not the one at the junction with Capel Dewi Road.
Councillor HR Davies was not present to report

56. Footway LightingPrior to discussion on the identification of priorities for footway lighting the Clerk reported that he had received two representations for the provision of lighting at the rear of Talar, Tregynnwr and one from the residents of Brithdir, for the installation of additional lamps on the estate.
The Clerk also informed members that there had been a change of personnel within the County Council Public Lighting Department and that constructive dialogue had been established with the new Lighting Officer.
Following discussion, it was RESOLVED:
i) The Clerk to obtain costing for the November Meeting, for the priorities identified at the February 2003 monthly meeting.
ii) Councillor WDV Evans to identify priorities for Nantycaws
iii) To request CCC to inspect the luminaries at Haulfryn, which appear to need cleaning
Following discussion it was RESOLVED to request the Highway Authority to install combined speed camera and appropriate speed limit repeater signs on Babell Road, Bolahaul and Blaengwastod roads

i) The Police to be informed of pedestrians being obstructed by cars parked on pavements in the Pensarn Area.
ii) Councillor R Griffiths to report at a future Council meeting on the positioning of the CCTV Camera on the Tregynnwr estate and to note that Councillors would wish to visit the CCTV Operational Centre and observe the Cameras in action.
iii) Request the Environmental Agency to send letters to all residential and business premises in Pensarn re: advice and information on 'the flood telephone line & flooding'.
iv) Councillor WDV Evans tabled a file of work compiled by a local boy, Harry Williams, 7 Gwynfan, Nantycaws, providing an historical account of the Nantycaws area. Members were exceedingly impressed with the quality of the work and RESOLVED that he be formally congratulated and presented with the Council's Certificate in recognition of his good work. It was also agreed for Councillor M Lloyd to arrange for the file to be copied.
